In July 2006, Bio-Treat Technology signed a 29-year build, operate, transfer contract with the Beijing City government to construct and operate an underground waste water treatment facility capable of processing 40,000 cubic meters of waste water daily. Bio-Treat, a Chinese-registered, Singapore-listed company, was the contract operator. The project was expected to cost RMB 110 million (US$ 13.8 million) and was financed internally by Bio-Treat. Bio-Treat won the competitive bidding process, which included both domestic Chinese and foreign firms, though the exact number of bidders was not disclosed. This project was the first of a two-phase project, which would eventually process 80,000 cubic meters of waste water daily. This project was awarded as part of Beijing's 2008 Olympic preparations. Construction began in December, 2006, and was expected to conclude in December, 2008.
