Indonesia's Bekasi Regency and PT Moya Indonesia, a wholly owned subsidiary of Moya Asia Ltd, a subsidiary of the Bahrain-based closed joint stock company Moya Holding Company signed a 25-year contract in August 2011 to design build own operate and transfer a fresh water treatment complex. The contract has been the first PPP contract awarded through direct negotiation. The project falls under a clause of the PPP regulations introduced in Indonesia that allow local water companies to directly contract with a private enterprise to operate an existing facility under what is known as a business-to-business (B2B) contract. The project entailed two phases. The first phase entailed the construction of a new production unit that will supply 17,280 m3/day as well as upgrading the existing unit to supply 43,200 m3/day. After the first phase is completed, the total production of the complex should reach 60,480 m3/day. The second phase would further increase the capacity to 86,400 m3/day. The second phase was expected to be completed by 2017. The project company, PT Moya Bekasi was owned by PT Moya Indonesia (95%) and by PT Bekasi Jaya (5%), a development and investment company owned by the local Bekasi Regency government. According to PT Moya Indonesia the costs of the project (estimated at US$15-20 million) were to be covered by the company's internal sources.
