Belleville Terminal Redevelopment Project involves the redevelopment of the existing Belleville Terminal site through the construction of a new terminal to provide new and expanded space, designed to modern terminal standards, which will address marine infrastructure requirements, enhance border security requirements, and improve user accessibility compliant with the standardized safety and security measures for a Pre-clearance international border crossing. The incremental benefits of the new terminal will look to align with improving the capacity of public transit infrastructure, improving the quality and safety of the existing terminal and improving access to multiple modes of public transit. The Project has two phases - Phase I and Phase II. Phase I relocates operations to a Temporary Terminal at the Steamship building and expands Canadian Border Services Agency operations on the lower level of the Black Ball building. Phase II transitions to Pre-clearance, replaces aging infrastructure and raises the site to account for sea level rise. It includes the demolition and construction of a consolidated terminal building, improvements to the terminal compound and marine structures, and upgrades to site services. The Temporary Terminal at the Steamship building will be decommissioned. The Project directly responds to the US decision to transition from a Pre-Inspection model to single Pre-clearance border security processing, in alignment with the requirements outlined in the agreement on Land, Rail, Marine, and Air Transport Preclearance (LRMA) between the Government of Canada and United States of America requirements. It will also provide collaborative opportunities with Indigenous communities and promote cultural significance to support meaningful reconciliation and positive self-determination outcomes.
