Description | The Benin Contingent Emergency Response Project (CERP) is designed to provide the Government of Benin with a rapid and flexible financing mechanism to respond to eligible emergencies, including natural disasters, health crises, food insecurity shocks, and conflict-related disruptions. The project has a national scope, with specific areas of intervention determined at the time of activation through a Crisis Response Plan, based on the nature and geographic spread of the crisis. Particular attention is given to vulnerable populations, including those in the northern regions where food insecurity is elevated due to conflict-related spillovers from neighboring countries.The project is organized into three components:Component 1: Emergency Livelihood Support to Households provides direct income support to individuals and households affected by a crisis. Key activities include the scale-up or initiation of cash transfers to stabilize livelihoods and smooth consumption, leveraging existing delivery mechanisms from the Productive Safety Net Program (Gbessoke) and the Youth Inclusion Project. The component also supports livelihood grants for rural communities through the COSO project mechanisms.Component 2 : Provision of Essential Emergency Supplies and Services aims to sustain the delivery of critical services and ensure access to essential goods during and after emergencies. Activities include the procurement and distribution of food staples, pharmaceuticals, medical equipment, and agricultural inputs such as seeds, fertilizers, veterinary medicines, and livestock restocking. The component also covers energy and utility support (fuel for essential services, electricity for vulnerable populations), rental or procurement of light equipment for minor rehabilitations to restore access, and environmental services such as debris removal and provision of clean cooking solutions.Component 3 : Emergency Response Coordination and Management finances the incremental operational and management costs incurred by the Government in coordinating the emergency response and early recovery. Activities include logistics and evacuation support, shelter administration, additional transportation costs, public sector utility payments, rental of critical machinery (e.g., generators), mobilization of technical expertise, monitoring and evaluation, field mission costs, and audit reporting. |
