Description
Description | The development objective of the Second Fiscal Management and Structural Transformation Development Policy Financing in Benin is to ensure economic recovery and reduce vulnerability to future shocks. The series’ three pillars are as follows. Pillar 1 enhances domestic revenue mobilization and strengthens debt management to increase the tax base, create fiscal space, and promote debt sustainability. Pillar 2 supports financial sustainability, renewable technology and increasing access in the electricity sector, by improving the efficiency of the public utility company, and promoting the development of clean energy sources. These are key to reduce the fiscal support required to promote electricity services for urban customers and increase access to electricity outside cities. Further, affordable access to electricity and a competitive energy sector are the backbone for a competitive private sector-led growth model. Pillar 3 lays the foundations for the development of a competitive, secure and accessible digital sector. Fostering the digital economy is critical to enhance productivity and diversify the economy. The reforms are anchored on the Digital Economy for Africa (DE4A) initiative, which is supporting the operationalization of the 2019 African Union’s Digital Transformation Strategy for Africa. |
