ContextEmissions from industrial processes are responsible for much of the environmental pollution in Ukraine. Air pollutants, wastewater and industrial waste not only pose a threat to the environment, but also harm the health of the population. Moreover, in the form of greenhouse gas emissions, they contribute to climate change.In order to reduce this pollution, Ukraine is striving to implement the EU Industrial Emissions Directive. The Directive focuses on the concept of best available techniques (BAT), which plays a key role in the issuance of permits for industrial enterprises.ObjectiveUkraine significantly reduces pollutant emissions from industrial facilities by applying the concept of best available techniques enshrined in the Industrial Emissions Directive.ApproachThe project supports Ukraine in establishing the necessary legal framework conditions and implementing the provisions in practice. This begins with the transposition of the EU Industrial Emissions Directive into national legislation and ends with the implementation of technical solutions at industrial enterprises.In all phases of the legislative procedure, the project works closely with the Ministry of Environmental Protection and Natural Resources of Ukraine. For example, it advises the ministry on revising the permitting system for industrial enterprises. Training courses and study tours allow main stakeholders to learn more about their new tasks and responsibilities. Another component of the project is the development of a new IT system that will allow obtaining permits for large industrial enterprises online. Finally, the developed support program will help attract investment in the modernization of industry.
