Description

Description

The development objective of the First Growth and Competitivenss Grant Program is to catalyze the private sector growth and employment, improve governance and public resource management, and build resilience and reduce vulnerability. This document proposes a four-year programmatic series of Growth and Competitiveness (GC) Development Policy Operation's (DPO's) to Burkina Faso covering the years 2012-14. The series includes four GC operations and the operation will be the first in the new programmatic series of GC's, an International Development Association (IDA) grant of US$90 million equivalent. The series is structured in three pillars: 1) building private-sector growth and generating employment; 2) improving governance and public resource management; and 3) increasing resilience and reducing vulnerability. The series is rooted in the World Bank's Africa strategy. The design matches the themes of the Africa strategy - employment, resilience, and governance. The reforms supported are described in the government's own poverty reduction strategy paper for 2011-15. The series expands on the policy areas supported by earlier budget support operations, many of which have been successful.
