This Operation is the first phase of the Multiphase Programmatic Approach Building Infrastructure for Learning and InstructionalMethods (BILIM) (P512933). The MPA will be designed to encompass two concurrent and overlapping phases, focusing on both pre-primary and primary education levels. The first phase will focus on improving foundational skills in literacy and numeracy in primary education by modernizing learning environments and enhancing teaching quality, while the second phase will focus the continuation of reforms of the Early Childhood Development, focusing on improved learning environments and child-centered education for stronger foundational skills.The first phase PforR aims to improve student learning outcomes of reading, mathematics, and science at grade 4 by integrating three interrelated Result Areas with a Technical Assistance component. The first results area supports the modernization of the teaching and learning environments by building new model schools and expanding existing schools through the construction of additional classrooms with minor repairs to accommodate single shift operation. This directly addresses the core issue of overcrowding and double shifts that lead to low student performance. The enhanced teaching and learning environments will be complemented by the second Results Area, which focuses on improving teacher preparation and professional development systems. This Results Area will help strengthen initial teacher education and continuous professional development. Teachers' strengthened knowledge and skills for teaching, especially in primary education, are expected to be applied in their classroom contexts, including in the modernized teaching and learning environment. The third Results Area enables large-scale monitoring of student achievement through national and international assessments to inform policy decisions, particularly in ITE and CPD. This could provide precise data to identify areas of strength and weakness in teaching and learning by specific subject areas. Such insights will inform curriculum updates and teaching materials in efforts to improve student achievement.The Technical Assistance component will support the capacity development of the MoPSE and related implementation partners in the areas of project implementation, deep studies related to learning environments and teacher development, as well as support the implementation of the grant component focused on adaptation of the education system to climate change and embedding climate change adaptation into the education system of Uzbekistan.
