In October 1994, the Prefeitura Municipal de Birigui awarded AquaPerola Ltda a 15 year contract to build and operate a water treatment plant for the city of Birigui. AquaPerola was responsible for building a water plant that would generate water for a population of 100,000 in the City of Birigui, state of Sao Paulo. AquaPerola was a special purpose vehicle (SPE –Sociedade de Proposito Especifico) formed by Isratec and Hidrogesp. AquaPerola committed to invest US$2 million (2 million reals). A total of US$ 1.3 million was initially invested in a water plant. As of 2002, the company invested US$1.9 million (2 million reals). From the beginning of operations until 2002, the company invested US$ 0.6 million (R$2 million, 2002 value). Construction works started immediately and was concluded by the end of May 1995. The company has been operating the plant since the completion of construction. As of 2009, the mayor's offic of Birigui stated that the contract had been renewed. No further information was publically available.
