The EBRD is considering lending up to EUR 5.4 million loan to the Bishkek Water Company to assist the company to replace water pipes and submersible pumps; drill new boreholes; install water meters; and, acquire equipment for pipe-laying, maintenance and repairs. The Bishkek Water Company, a municipal enterprise of the City of Bishkek. Up to EUR 5.4 million loan to the Bishkek Water Company with a sovereign guarantee of the Kyrgyz Republic. EUR 11.4 million. The project will improve water quality standards and energy efficiency in the water supply services provided by the Company. However, the funding under the current project will not allow the Client to achieve full compliance with EU water quality standards. Screening Category and Justification: Screened as B/1. Potential environmental impacts associated with the priority capital investments to improve the water quality, supply and energy efficiency of Bishkek water services were identified and quantified by means of an environmental analysis which was carried out together with environmental review/audit of existing facilities by an independent consultant. Due Diligence Undertaken, Outcomes and Residual Risks An environmental audit existing facilities and an environmental analysis of the proposed project has been carried out. Most impacts will be short-term negative impacts typical for any kind of civil construction and earthmoving works. These impacts could include minor traffic disturbances, pollution of air with dust and emissions from vehicles, soil run-off and sedimentation, noise, odour and light nuisance, additional waste generation. Other impacts on the environment, the human health and social conditions will work in the long-term prospect, during the operation and maintenance of the project affected facilities. These impacts can be mitigated or prevented by good construction practises which are identified in the ESAP. The project will improve water quality standards and energy efficiency in the water supply services provided by the Company. However, the funding under the current project will not allow the Client to achieve full compliance with EU water quality standards. Implementation Requirements As part of the due diligence, an Environmental and Social Action Plan (ESAP) has been prepared covering the required actions for issues related to the investment programme. The ESAP includes the organisational responsibilities for implementation of the ESAP and mitigation actions to be taken before and during construction, and operation.
