Bitexco Nho Que JSC, subsidiary of Bitexco Group, from Vietnam, developed the 110MW Nho Que 3 hydropower plant, Ha Giang Province. The reservoir was 360 meters high. Annual output was estimated at 500 million kWh. The project consisted of two turbines of 55MW each (Type: SF55-18/6000). The project became operational ihn January 2012 (Turbine 1). The project is part of the national power development plan 2008-2015, where reportedly most general contractors are Chinese companies. The project was approved by the government under decision 110/2007/QD-TT, in July 2007, following a decision by the Ministry of Industry and Trade (No. 2694/QD-BCN) from October 2006. Expected project life was 30 years. Equipment was to be supplied by: Chongqing Minmetal and Machinery Import and Export Co., following a supply contract signed in December 2008. Construction was expected to last 4 years. Expected electricity price was VND634.28/kWh (US$0.03/kWh). Construction started in 2008. The EIA report was finished in September 2007. Feasibility study was finished in March 2008. Construction contract signed in April 2008. Equipment supply contract signed in December 2008. Investment permit received in December 2009. Total project cost was VND 3 trillion (US$143 million). The project applied for UNFCCC CDM financing in March 2011. Cost of debt was estimated at 8.4% by the developer in the CDM application, cost of equity at 21.02%. Financial closure date was unkown, estimated here was December 2009, date of receiving investment permit (and 25% completion of construction in months).
