Description

The Black Creek Sanitary Trunk Sewer (Phase 1) project, located in Toronto, Ontario, is a major infrastructure initiative designed to expand wastewater servicing capacity in the Black Creek sewershed. Phase 1 includes the construction of the Keele Relief Trunk Sewer (12.9 km), Jane Relief Sewer (3.9 km), five flow diversion structures, real-time monitoring and control systems, and a Combined Sewer Overflow (CSO) Storage Tunnel (0.5 km). These upgrades will form a “twinned” trunk sewer system with the existing Black Creek Sanitary Trunk Sewer, improving conveyance and reducing overflow events. Planning is underway, with construction scheduled from December 2026 to September 2031. The project will enable an estimated 60,500 additional housing units and support population growth of 130,400 residents and 65,700 jobs, particularly in the Downsview area. Outcomes include enhanced wastewater capacity, reduced flooding and CSO events, and support for long-term housing and employment growth beyond 2051. This initiative is critical to Toronto’s urban intensification strategy and aligns with the city’s Official Plan and Housing Action Plan.
