This is a Notice of Intent to Award a Single Source Cooperative Agreement to Arrupe Jesuit High School to support the Bureau of Land Management (BLM) Colorado State Office's Federal Equal Opportunity Recruitment Program (FEORP) and BLM's Diversity and Inclusion Action Plan, which establishes goals for recruitment and community outreach in underrepresented, low income areas.BLM's targeted outreach for this program is pre-collegiate students. This requirement offers no current opportunity for upward mobility, or permanent hire. The recipient must offer opportunity and/or partner with inner-city, pre-collegiate schools or underrepresented low income area students in order to facilitate meeting the goals of FEORP and its Colorado State Office's (COSO) Diversity and Inclusion Action Plan.Unless designated as government furnished, the recipient shall provide all participants the necessary transportation to properly support the objective of this award from the date of award until the end date of the award.Arrupe Jesuit High School Corporate Work-Study Program (CWSP) is 97% underrepresented and serves low income families. It is part of a 24 pre-collegiate network of schools that operate a Corporate Work-Study Program. Arrupe is the only school with a CWSP supporting our region.Combining small projects requirements with the requirements of the Diversity and Civil Rights Office services the needs of the BLM Colorado State Office. The single requirement provides a unique opportunity to save money, introduce pre-collegiate students to the mission of the BLM, meet the requirement for community outreach, and provide a vital service to the BLM. The BLM requires assistance in outreach and engagement of urban youth, including those who are minority and underrepresented, to ensure full participation in our intern and youth opportunities. A high concentration of diverse students will be exposed to BLM's mission and the idea of pursuing a natural resources or cultural resources degree in effort to build a workforce that is inclusive and represents those we serve. The public will benefit from the development of future conservation leaders who are accountable citizens achieving their full potential.Authority for establishing goals for recruitment and community outreach in underrepresented, low income areas is in accordance with regulations, such as Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act (ADEA) of 1967, the Equal Pay Act of 1963, the Americans with Disabilities Act (ADA) of 1990, the Rehabilitation Act of 1973, Section 504, Title 29 Code of Federal Regulations (CFR) Section 1614, Bureau of Land Management's Federal Equal Opportunity Recruitment Program (FEORP) and Diversity and Inclusion Action Plan (DIAP).The laws under Child Labor Regulation No. 3 are varied for certain students participating in a Department of Labor approved school-supervised and school administered work-study program. This allows special provisions for students participating in a state sponsored Work Experience and Career Exploration Program or Work-Study Program, authorized by the Department of Labor in accordance with 570.36 or 57.37 of Regulation 29 CFR Part 570, to work during school hours (BLM business hours).
