The project aims to intensify coastal and marine protection in partner countries of German development cooperation. The FC funding contributions to the Blue Action Fund (BAF) are intended to enable it to promote the preservation of networks of globally important coastal and marine protected areas (program objective). The foundation established for this purpose will enable international NGOs to improve the management of globally important marine and coastal protected areas and their support zones in cooperation with relevant institutions through co-financing (module objective); in addition, the EbA funding line will reduce climate risks for vulnerable population groups in coastal regions through the protection and sustainable use of relevant coastal ecosystems and the resulting improvement of their environmental services (module objective FC-R). The project sponsor is the BAF. The project areas in selected regions of Africa, Asia/Pacific and Latin America/Caribbean include ecologically particularly valuable coastal and marine areas, whose populations are the direct target group of the project. A funding contribution (grant) is made to the BAF on the basis of a stock check. Through initial financial contributions (BMZ No. 2016.9751.5) totaling EUR 24 million (1st phase EUR 15 million, 2nd phase EUR 9 million), a consumption fund for the BAF was set up in 2016 with EUR 22 million and EUR 2 million was paid into the BAF's permanent foundation capital. A further EUR 20 million will be made available for the consumption fund for a third phase in 2017, EUR 11.1 million for a 4th phase (BMZ No. 2018 34043) in 2019, and EUR 12 million for a 5th phase in 2020 (BMZ No. 2020 48726). The funds will be taken from the IKU budget item 68701. The Swedish government has provided a total of 136 million krone (approximately EUR 16.4 million) in 2017-2021, and the AFD EUR 10 million in 2018-2021. Norway plans to join the programme from 2022.
