The Education Reform Project will support the first phase of an education reform program designed to improve the quality and equity of primary education, strengthen the National Secretariat of Education's (SNE's) ability to set policies and guidelines for the education sector, and strengthen the capacity of the public education system to deliver education services effectively and efficiently. The system transformation and strengthening will support the reorganization, deconcentration, and strengthening of the basic education system. This includes registration of all personnel in the system; rationalization of staffing; technical assistance and training at all levels of the system; support for strengthening communities' role in the education system; implementation of an integrated management information system; design and implementation of a new system for administration of financial, physical, and human resources for the system; and repair and reconditioning of office space. Pedagogical quality improvement will support: development and introduction of a core curriculum; production and distribution of educational materials; introduction of a system of pedagogical supervision and support; teacher service programs; and development of an education assessment program. Project support and monitoring will provide for establishment of teams in the SNE for administration of project financing, monitoring and support of reform process and in information dissemination.
