Description
Description | The objectives of the El Nino Emergency Assistance Project for Bolivia are to help reduce the loss of human life and a deterioration of living standards that may result from the floods and/or droughts caused by the 1997-98 El Nino event; 2) to assist in reducing the expected loss of, or damage to, economic and social infrastructure and disruption of economic activity; 3) to assist in the rehabilitation and reconstruction of damaged infrastructure facilities; and 4) to help restore agricultural productive capacity for the next growing season in areas possibly affected by drought. There are five components. The first consists of flood prevention works, drought mitigation works, and essential equipment such as bailey bridges, temporary power plants, and other equipment needed for managing an emergency response. The second flexibly allocates resources to 1) rehabilitate and rebuild flood-damaged public infrastructure facilities; and 2) regenerate productive capacity in the drought areas by drilling wells, rebuilding small irrigation systems, building earthen dams, and procuring and distributing seeds. The third component provides technical assistance to strengthen the technical operations unit, for sub-project identification and implementation, and for a medium term monitoring and prevention strategy. The fourth and fifth components consist of a project preparation advance and unallocated funding. |
