The Institutional Reform Project, the first phase of the Public Sector Modernization Project seeks to improve the effectiveness, efficiency, and transparency of the Bolivian administration in order to strengthen the country's ability to implement its economic and social development programs and thus combat poverty. There are five project components. The first, the performance evaluation component, adjusts the regulatory framework, designs and launches management and evaluation systems, and builds the capacity of the rector agencies. The second component, builds national integrity by combating corruption through reforming the legal framework, developing prevention policies and mechanisms, setting up an ombudsman's office, streamlining bureaucratic procedures, reforming the procurement process, and increasing social communication, particularly a massive citizen education program. The civil service component implements the legal framework, develops personnel systems, and builds the capacity of the rector institutions. The fourth component, organizational reform, restructures the pilot agencies, supports professional cadre positions in the ministries, and reforms the budget. The fifth component, reform management, funds the entity serving as the project coordination unit.
