The Environmental Studies Program (ESP) of the Bureau of Ocean Energy Management (BOEM) is offering a cooperative agreement to gather information on Gulf of Mexico Large Marine Ecosystem (LME) science and conduct a joint workshop between U.S. and Mexican scientists to identify future environmental studies to inform ocean energy-related information needs. The information from this study is of value to the affected states of the Gulf Coast, the Gulf Coast community at large, and the scientific community as this study will provide understanding of the current state of international environmental science related to ocean stewardship of the Gulf LME and will help develop a roadmap for filling critical information gaps through joint research. The mission of BOEM is to manage the exploration and development of the nations offshore resources in a way that appropriately balances economic development, energy independence and environmental protection through oil and gas leases, and renewable energy development. The decision-making behind the management of the nations offshore resources is supported through environmental reviews and associated studies. This Program Announcement describes the specific project "USA-Mexico Workshop to Coordinate Future Environmental Studies Related to Ocean Energy Management in the Gulf of Mexico" that may be awarded to the Harte Research Institute, Texas A&M University. All awards are premised on receipt of an acceptable proposal. This is not an open solicitation for proposals. Application of the CESU Network system-wide indirect cost rate (IDC) is expected.
