Description | The Bogotá - Girardot highway concession in Colombia involves the to expansion, rehabilitation and operation of the 144.8km road between Bogota and Girardot. The project included the construction of the 72.2km new road connecting Sumapaz Tunnel and Muna, and the operation and maintenance of the existing concession. In August 2016, Estructura Plural Vías A Girardot consortium, a partnership formed by Colombian companies Constructora Conconcreto (25%) Industrial Conconcreto (25%) and the French group VINCI (50%), was awarded the concession. The sponsor created the special purpose company Via 40 Express S.A.S. to lead the project and the 30-year contract was signed in October 2016. Besides Estructura Plural Vías A Girardot, four other bidders took part in the bidding process: Infraestructura Concesionada S.A.S , Concesionario Vías del Desarrollo, OHL Concesiones and Estructura Plural TC Girardot - Bogotá. The bidding criteria was the highest score considering economic offer, technical offer, quality and industry’s support. Project originator Infraestructura Concesionada (Infracon) had a score 80% below the winner. In April 2023, VINCI concluded the acquisition from Constructora Conconcreto of an additional stake in Via 40 Express (increasing its holding from 50% to 75%) and finalised the long-term financing for the DBFOM concession. The $586.97 million (COP2,675 billion) debt facility was provided by a banking consortium composed of mBlackRock Infrastructure, BBVA Colombia, JPMorgan Chase Bank, Financiera de Desarrollo Nacional and Unión para la Infraestructura. The debt package is divided into a $389 million (COP1,775 billion) long-term tranche maturing in 12, 15 and 20 years and a $197.24 million (COP900 billion) revolving credit facility.
