Description | In August 2016, Estructura Plural Vías A Girardot consortium, a partnership of the Colombian companies Constructora Conconcreto (50%) and the French group Vinci (50%), was awarded the contract to expand, rehabilitate and operate the 144.8-km road between Bogota and Girardot. The project included the construction of the 72.2-km new road connecting Sumapaz Tunnel and Muna, and the operation and maintenance of the existing concession Bogota-Girardot (ID# 3362). Besides Estructura Plural Vías A Girardot, four other bidders took part in the bidding process: Infraestructura Concesionada S.A.S , Concesionario Vías del Desarrollo, OHL Concesiones and Estructura Plural TC Girardot - Bogotá. The bidding criteria was the highest score considering economic offer, technical offer, quality and industry’s support. Project originator Infraestructura Concesionada (Infracon) had a score 80% below the winner. The sponsor created the special purpose company Via 40 Express S.A.S. to lead the project. The 30-year contract was signed in October 2016. The sponsor took over the assets in December 2016. The investment was estimated at US$ 557.3 million (Pesos 1700 billion).
