Description | The SURE project will support Bosnia and Herzegovina’s (BiH’s) sustainable energy transition by financing: (i) hydropower rehabilitation investments, which will enhance the grid’s ability to integrate variable RE capacity, and (ii) residential RSPV installations, with a focus on kick-starting the market in the household segment and ensuring the reliable integration of this distributed solar PV capacity into the grid.The project will be structured into three components, each implemented by one of the three participating power utilities of BiH: (i) Component 1: Scaling up renewable energy in ERS’s area of operation; (ii) Component 2: Scaling up renewable energy in EPBiH’s area of operation; and (iii) Component 3: Scaling up renewable energy in EPHZHB’s area of operation.Component 1 will be divided into three subcomponents: (i) Subcomponent 1.1 will assist ERS in implementing the first phase of its on-bill financing program for residential RSPV installations by supporting the installation of about 18,000 RSPV systems (90 MW of total capacity); (ii) Subcomponent 1.2 will finance pilot investments in battery storage solutions at the distribution level to help integrate the RSPV systems into the grid; and (iii) Subcomponent 1.3 will finance technical assistance (TA) and implementation support.Component 2 will be divided into four subcomponents: (i) Subcomponent 2.1 will finance the rehabilitation of the 208.5 MW Salakovac hydropower plant (HPP) operated by EPBiH; (ii) Subcomponent 2.2 will assist EPBiH in launching the initial phase of its Prosumer 5000+ on-bill financing program for residential RSPV installations (15 MW of total capacity); (iii) Subcomponent 2.3 will finance the installation of solar PV systems on EPBiH’s own assets, totaling approximately 10 MW; and (iv) Subcomponent 2.4 will finance TA and implementation support.Component 3 will be divided into two subcomponents: (i) Subcomponent 3.1 will finance the rehabilitation of the 30 MW Jajce II HPP operated by EPHZHB; and (ii) Subcomponent 3.2 will finance TA and implementation support.The TA and implementation support subcomponents will finance project management, the necessary studies and detailed designs of the investments, as well as TA to promote private sector development in the residential rooftop solar PV market (including market capacity and awareness-raising campaigns for households). |
