Description

The proposed investment is a loan to Municipality, to help to finance the district heating plant (“DH”) and to update the transport and distribution networks in order to reduce energy losses. With a population of 106,847 citizens according to the 2011 census, Botosani is among the largest Romanian municipalities in the North East regions of Romania. Botosani has several municipal utilities companies, performing a variety of services including transportation (SC Eltrans Botoşani SA), water and sewerage (SC Urban Serv SA Botosani) as well as theatres, sports clubs and Municipal Philharmonic. The City has full ownership over its heating system through the municipal company Modern Calor (SC Termica Botoşani SA), which provides heat generation, transmission and distribution to its urban area. The district heating plant has 6 steam boilers, 2 gas turbines, 1 steam turbine and several heat recovery boilers and heat exchangers, commissioned through 1964 to 2003. The transportation network consists of 17.1 km dual pipes and distribution network is 57.4 km. There are 37 Group Heat Substations (GHS).The project includes two phases; Phase 1: Modernization of the existing Combined Heath & Power plant (CHP, installation of two 4MWe gas engines and two 52 MWth heat-only boilers, and auxiliary equipment) Rehabilitation of the worn-out part of the transmission network (6.53 km) , Rehabilitation of the worn-out part of the distribution network (14.3 km)Rehabilitation of 14 Group Heat Substations (at the time of the visit, installation of gas engines, boilers and auxiliary equipments and almost 80 % of the network and group heat substations were completed. Demolition of the existing boilers is planned to be completed in 2014)Phase 2 : Re-connection of public building consumers to the DH system (transportation network re-connections 1.2 km)Rehabilitation of the remaining 3.7 km of the distribution network and 7 Group Heat SubstationsImproving energy efficiency of buildings (3 blocks of flats, a total of 172 apartments)The project will help to reduce emissions and energy losses, improve energy efficiency and contribute to enhanced public health for surrounding communities. The project site is the Botosani city and surrounding industrial areas.
