The Brazil Road Transport Project's ultimate development objective is to stimulate higher economic growth by increasing effectiveness in the use of the federal road infrastructure. The project is expected to: 1) improve the quality of public expenditures in the road sector, by (a) expanding the use of output-based contracts, and (b) streamlining procedures and strengthening capacity in the National Department for Transport Infrastructure to manage contracts, including revision of design, procurement, contract award and supervision, as well as payments; 2) support the Government in pursuing policy discussions with respect to the progressive decentralization of the federal road network to states and of the management of portions of the road network to the private sector; and 3) promote an adequate allocation of resources to increase the efficiency and sustainability of the Federal Road Maintenance and Rehabilitation Program to improve the road network condition to economically-optimized levels. The objective is to be achieved through two project components: (1) support to the first phase of the Federal Road Maintenance and Rehabilitation Program; and (2) a comprehensive program of institutional strengthening activities to improve efficiency and sustainability of road transport investment programs.
