Description | In December 2013, the Brazilian company Triunfo Participacoes e Investimentos won in a competitive bidding the right to expand, rehabilitate and operate the 1176.5 km of highways BR-060, BR-153 and BR-262, located in the states of Goias and Minas Gerais. The highways connect the cities of Brasilia and Belo Horizonte (capital of the state of Minas Gerais). The bidding criteria was the lowest tariff, and Triunfo offered toll rates that were 52% below the ceiling set by the federal government. Four other groups took part in the bidding process: Invepar, Queiroz Galvao, CCR, and Consórcio Via Capital (Ecorodovias Infraestrutura e Logistica S.A., Coimex Empreendimentos e Participacoes Ltda, Rio Novo Locacoes Ltda, Tervap Pitanga Mineracao e Pavimentacao Ltda, Contek Engenharia S.A., A. Madeira Industria e Comercio Ltda e Urbesa Administracao e Participacoes Ltda). The 30-year concession contract was signed in January 2014. The sponsors created the company CONCEBRA - Concessionaria das Rodovias Centrais do Brasil S. A. to lead the project. Operations commenced in March 2014. The investment was estimated at US$ 3042 million (BRL 7.15 billion) over the life of the project. In June 2014, the state-owned bank BNDES approved a US$ 450.9 million (BRL 1.06 billion) loan finance the project. In February 2016, BNDES approved an additional US$ 966.8 million (BRL 3.58 billion) loan to the project. The project was granted the right to take part in the government program called Regime Especial de Incentivos para o Desenvolvimento da Infra-Estrutura (Reidi). Companies selected to take part in this program were given tax cuts in the acquisition of capital equipment and construction material acquired both in the domestic and international markets (this incentive represented a cost reduction of about 9.25%). In addition, the company was allowed to use accelerated depreciation methods of accounting for construction expenditures. |
