Description | Summary description of the RIS excerpts: BR-101/RS, from the border of the States of RS/SC, in Torres/RS, to the junction with BR-290, in Osório (87.9 km); BR-290/RS, from the junction with BR-101, in Osório, until after the Guaíba River Mobile Bridge, in Porto Alegre (98.1km); BR-386/RS: from the junction with BR-285/377, to Passo Fundo, to the junction with BR-116, in Canoas (265.8km); BR-448/RS: from the junction with BR-116, in Sapucaia do Sul, to the junction with BR-116/290, in Porto Alegre (21.6km). The amounts to be invested in the project over the 30 years of the concession total R$13.4 billion, of which R$7.8 billion are for investments in CAPEX and R$5.6 billion for operational costs. The annual maximum daily volume (VDMA), average across all markets, is forecast at 17,561 vehicles in year 03 and 35,323 vehicles in year 30. The project internal rate of return (real) on cash flow without leverage is 9.20% p.a. for the average cost of WACC. In relation to investments, mandatory and other investments are planned for the expansion of capacity linked to the VDMA trigger measured in each of the 49 sub-sections. Mandatory Investments: Duplications on BR-386 – 225.2km (does not include 10km stretch that will be duplicated by DNIT); Implementation of additional lanes in sections already duplicated on BR-290 and BR-386 – 78.8km; Linked investments: Implementation of 73.8 km of marginal roads; Implementation of 176 devices, 59 accesses, 19 diamond interconnections, 6 trumpet interconnections, 8 Parclo interconnections, 30 level returns, 4 level half-returns; 5 complete clovers; 32 walkways and 13 underpasses. In addition to physical improvements, there are also plans to offer: (i) emergency medical services, (ii) mechanical assistance, (iii) toll and collection control systems, (iv) production and edition of a periodic bulletin, (v) provision of complaints services, (vi) firefighting, (vii) seizure of animals in the right-of-way, (viii) speed control system, (ix) weighing system, among others. Some performance parameters of the concessionaire will be observed, including: (i) maximum longitudinal irregularity, (ii) global severity index, (iii) remaining useful life, (iv) assistance and assistance, among others associated with the services provided. |
