The BR-101/SC concession project was qualified at the 2nd Meeting of the PPI Council, through Resolution No. 10, of 03/07/2017, converted into Decree No. 9,059, of 05/25/2017. Auction Result The public auction session for the concession of BR-101/SC – southern section was held on 02/21/20, at the headquarters of B3 in São Paulo. 3 commercial proposals were opened, with the winner being the one presented by CCR, with a discount of 62% on the ceiling tariff. This means that the fare charged at the plazas will be R$1.9712 (base date August 2019). Ecorodovias also presented proposals, with a tariff of R$2.5116 (discount of 51.63%) and Consórcio Way, with a tariff of R$4.35985 (discount of 16%) The ceiling rate contained in the notice was R$5.19 (base date August 2019). THE CONCESSION This Concession begins in the south of the municipality of Palhoça/SC (Rio Madre), at the point where the Autopista Litoral Sul concession ends. The end of the stretch is approximately 10 km from the Divisa SC/RS, in the municipality of São João do Sul/SC. The Concession covers a length of 220.4 km. The BR-101/SC highway has an expected average daily traffic for the first year of the concession of around 25,000 vehicles (VDMA), considered high and highlighting the importance of this coastal road connecting the South and Southeast regions of Brazil. Through this highway, there is access to the Port of Imbituba, located in the municipality of Imbituba/SC. The section to be granted is completely duplicated, with a Class I-A standard highway. However, the operational level already presents some saturation, which will allow the investments arising from the new concession to result in an improvement in the level of service offered, ensuring greater fluidity, reliability and safety in cargo and passenger transport, reducing the occurrence of accidents, as well as influencing travel time and logistical costs between the South and Southeast regions of the country. According to the study, the Concession will directly impact 17 municipalities in the state of Santa Catarina, namely: Paulo Lopes, Garopaba, Imbituba, Laguna, Pescaria Brava, Capivari de Baixo, Tubarão, Treze de Maio, Jaguaruna, Sangão, Içara, Criciúma, Maracajá, Araranguá, Sombrio, Santa Rosa do Sul and São João do Sul. The Concession will have a term of 30 years and will consist of the exploration of the infrastructure and the provision of public services for recovery, conservation, maintenance, operation, implementation of improvements and expansion of capacity. INVESTMENTS According to studies carried out, investments of R$3.376 billion and estimated operating costs of R$3.99 billion (conservation, operation and monitoring) are planned. R$853,000 per year will also be invested in technological development studies and research, with support from universities and scientists. In addition, around R$450,000 will be invested in actions related to road safety, with accident prevention and traffic education programs. It is predicted that all this investment will generate approximately 7,360 thousand direct and indirect jobs. CONSTRUCTION The Highway Exploration Program (PER) will include the implementation of 98.3 km of third lane by the 25th year of the concession, the construction of 70.3 km of marginal roads, 5 new uneven devices, 18 pedestrian walkways, 31 improvements in access, lighting at urban crossings and marginal roads, among other improvements. An operations control center – CCO and 6 operational service bases – BSOs are also planned to support emergency medical care teams, mechanical care and response to other incidents on the road. In addition to these mandatory works, ANTT may request the eventual execution of various improvements throughout the contractual execution, if necessary, in the form of a stock of improvements available for this purpose. TOLL PLACES The highway will have four toll plazas distributed along the stretch of BR-101/SC to be granted. The fare at each of these toll plazas will be that of the winning bid in the auction, R$ 1.9712 (base date August 2019). USER SERVICE The user service will have 4 ambulances, 2 mobile ICUs, 3 light tow trucks, 2 heavy tow trucks, 2 water trucks, among others to be made available to users. CONCESSION INNOVATIONS For this new round of road concessions, the notices were published in Portuguese and English, favoring the participation of foreign companies. Stricter rules were introduced for contractual changes, whereby works can only be included in the concession through five-yearly reviews (except for road safety reasons); and the introduction of a shared risk mechanism between the concessionaire and the Granting Authority (ANTT) for the execution of service level maintenance works (additional lanes), if traffic triggers are activated.
