Description | The current concession of BR-116/RJ/SP (Nova Dutra) is 402 km long and connects the two largest metropolitan regions in the country (São Paulo and Rio de Janeiro). The highway is also the main link between the Northeast and South of the country, cutting through 34 cities. Currently, the project is managed by the concessionaire Rodovia Presidente Dutra S/A – Nova Dutra, whose contract was temporarily extended until the new concessionaire takes over to avoid discontinuing maintenance of the highway and services provided to users. The project was qualified to be part of the Investment Partnership Program project portfolio during the 2nd Meeting of the PPI Council through Resolution No. 10, of 03/07/2017, converted into Decree No. 9,059, of 05/25/2017 . Subsequently, the project was included in the PND through Resolution No. 52, dated 05/08/2019, converted into Decree No. 9,972, dated 08/14/2019. The new concession will consist of operating the road system for 30 years and providing the public service of recovery, operation, maintenance, monitoring, conservation, implementation of improvements, expansion of capacity, maintenance of the level of service and user safety. In the studies, the scope of the project was increased to 625.8 km, to include a section of the BR-101 highway. The total extent is segmented as follows: – BR-116/RJ Highway (length: 124.9 km) – Start: junction with BR-465, in the municipality of Seropédica (RJ); end: border of the States of Rio de Janeiro and São Paulo; – BR-116/SP Highway (length: 230.6 km) – Start: border of the States of Rio de Janeiro and São Paulo; end: junction of BR-381/SP-015 (Marginal Tietê) in São Paulo (SP); – BR-101/RJ Highway (length: 218.2 km) – Start: junction with BR-465, in the municipality of Rio de Janeiro (Campo Grande); end: border of the states of Rio de Janeiro and São Paulo; – BR-101/SP Highway (Length: 52.1 km) – Start: border of the states of Rio de Janeiro and São Paulo; final: Praia Grande, Ubatuba (SP). An estimated R$14.8 billion in investments and R$10.9 billion in operating costs are estimated over the concession period. Among the main improvements planned are the construction of a new climbing lane, with viaducts and a tunnel, for the Serra das Araras section, 80.2 km of duplication on the BR-101, in addition to several uneven crossing devices, walkways and wildlife passages. The new concession contract is based on the same regulatory model as the recently tendered BR-153/080/414/GO/TO, which brings numerous innovations such as the adoption of the hybrid auction model, tariff discount for electronic payment system users (TAG), discount for frequent highway users, improvement of project risk allocation, exchange rate risk mitigation, among others. The project also features several innovations in the operational model, making it the most technological road project in Latin America. “Smart” LED lighting, Automatic Incident Detection System (DAI), Traffic Management Support System (SAGT) and Asset Management System (SGA), in addition to other technological devices that improve road safety, will be incorporated. , the management of concession assets and the socio-environmental aspects of the project. Differentiated tariff – For single lane and double lane, bringing greater tariff fairness to the user, according to the characteristics of the segment and the services offered. The ceiling fares will be: on BR-116, R$ 0.1167 per km and, on BR-101, R$ 0.0437 per km on single lane sections and R$ 0.0569 per km on double lane sections. – There will also be a change in the toll value of 4% only when the work to implement the new section in Serra das Araras (BR-116, between km 218 and 226) is completed and a change of 6% when the set is completed of works planned for BR-101. – For the three squares on BR-101, in view of their touristic nature, a seasonal tariff was adopted, following the example of other concessions in the country: the tariff value during the week is 66% lower than the value on weekends on weekdays and holidays. |
