The BR-116/493/RJ/MG (Former CRT) concession project was qualified to form part of the Investment Partnership Program project portfolio during the 2nd Meeting of the PPI Council through Resolution No. 10, of 07/ 03/2017, converted into Decree No. 9,059, of 05/25/2017. The qualification signaled the beginning of studies for the realization of a new concession, to be implemented at the end of the current contract. Subsequently, the project was included in the PND through Resolution No. 52, of 05/08/2019, converted into Decree No. 9,972. of 08/14/2019. In the feasibility study, the scope of the project was increased to 727 km, comprising the following sections: • BR-116/RJ Highway – Section between the junction with BR-101/RJ (Trevo das Margaridas), in the municipality of Rio de Janeiro (RJ), and the junction with BR-465, in Seropédica (RJ) (46.6 km); • BR-116/RJ Highway – Section between the junction with BR-393, in the district of Jamapará (RJ), and the junction with BR-040(A)/493(B)/RJ-109, in Duque from Caxias (RJ) (146.3 km); • BR-116/MG Highway – Section between the junction with BR-381/451, in Governador Valadares (MG), and the border of the States of Minas Gerais and Rio de Janeiro (409.6 km); • BR-493/RJ Highway – Section between the junction with BR-101 (Manilha), in Itaboraí (RJ), and the junction with BR-116 (Santa Guilhermina), in Magé (RJ) (26.0 km); • BR-493/RJ Highway – Section between the junction with BR-040/116(B), in Duque de Caxias (RJ), and the Port of Itaguaí (RJ) (75.6 km); • BR-465/RJ Highway – Section between the junction with BR-116 and the junction with BR-101 (22.8 km). According to the feasibility study, investments of R$11.29 billion and operating costs of R$9.86 billion are estimated, which totals around R$21.15 billion to be invested in the road system throughout the concession. The investments resulting from the new concession will result in an improvement in the level of service offered, ensuring greater fluidity and reliability. Furthermore, they will have a favorable impact on the safety of cargo and passenger transport, reducing the occurrence of breakdowns and accidents, as well as influencing travel time and logistics costs. The main planned investments are: • 303 km of duplications and 255 km of additional lanes; • 75 pedestrian walkways; • 85.5 km of marginal roads; • 3 escape areas; • 57 wildlife crossings; • 462 bus stops; • 1630 km of cycle paths; For users who travel on high-frequency stretches, such as those who use the highway daily to work in nearby cities, the concession will include an innovative system with progressive fare discounts according to the frequency of use.
