The BR-163/230/MT/PA concession project was qualified at the 9th Meeting of the PPI Council through Resolution No. 52, of 05/08/2019, converted into Decree No. 9,972, of 08/14/2019. The BR-163/230/MT/PA road system comprises a total of 1,009.5 km in length, integrating the Center-West and North of Brazil. It constitutes a fundamental axis for the flow of production from the northern part of Pará and the northern part of the Central-West Region, connecting port terminals in Arco Norte (Rio Tapajós) and the municipality of Sinop (MT). The project consists of a Concession proposal for the exploration of infrastructure and the provision of public services for the recovery, operation, maintenance, monitoring, conservation, implementation of improvements and maintenance of the level of service on the BR-163/MT Highway Section, between PA/MT border at Junction MT-220, in the Municipality of Sinop; Section of Highway BR-163/PA, between the Junction with BR-230/PA and the PA/MT Divide; Section of Highway BR-230/PA, between the Junction with Highway BR-163/PA and the Crossing of the Tapajós River. Investments in the concession are estimated at R$1.76 billion and aim to make improvements to the infrastructure, such as shoulders, additional lanes, marginal roads and accesses, as well as structurally reinforcing the pavement and carrying out periodic maintenance. Also noteworthy is the planned construction of definitive access to the port terminals of Miritituba, Santarenzinho and Itapacurá. The concession period of 10 (ten) years, shorter than usual, is compatible with the expected entry into operation of the railway (Ferrogrão), which also has the relevant objective of transporting grains through Arco Norte. The auction criterion is the lowest tariff, in which the maximum Basic Toll Tariff to be considered for preparing the Economic Proposal is R$0.08560/km (referenced to July 2019). At toll plazas P1 and P2, the toll ceiling is R$8.56. At the P3 toll plaza, which covers more than 800 km of stretch, the ceiling value is R$65.93, to be charged only to vehicles with 4 or more axles, with other types of vehicles being exempt. The notice and the contract were drawn up based on the lessons learned by the Public Authorities over the last few years and the international experience in structuring highway concession projects, promoting incentives for the good execution of works and services and the best service to users. Among the highlights is the demand risk mitigation mechanism, applicable only in the last 3 years of the concession. This instrument protects the project from sharp drops in demand, resulting from the eventual entry into operation of a competing railway in advance. The Via Brasil BR-163 consortium, formed by the companies Conasa infrastructure SA, Zeta Infraestrutura SA, Construtora Rocha Cavalcante LTDA, Engenharia de Materiales LTDA and M4 Investimentos e Participações LTDA was the winner in the auction with a proposal for a discount on the Basic Tariff of 8.09 %, resulting in a tariff of R$ 7,867/100 km (Base date: July/2019)
