Description
Description | THE CONCESSION The concession project encompasses sections of the BR-364 and BR-365 highways and extends for 437 km between the State of Minas Gerais and the State of Goiás. It is an important corridor for the flow of agro-industrial production in the southeast of Goiás and the Triângulo Mineiro. The road system in question, which starts in Jataí/GO and ends in Uberlândia/MG, connects with the BR-050 and BR-153 highways, which are now already granted and which irrigate important highways in the State of São Paulo. This set of roads constitutes an important route between the producing regions of the Brazilian Center-West, the consumer centers of the Southeast and the Port of Santos. The important commercial traffic reflects the strong interconnection of the region's municipalities with Goiânia/GO and other capitals in the country, such as São Paulo/SP, Belo Horizonte/MG and Cuiabá/MT, serving both local supply and the agricultural industry. Currently the stretch has 80 km of duplicated lane, a segment located on BR-365/MG, in the state of Minas Gerais, between the municipalities of Monte Alegre de Minas and Uberlândia. The rest of the highway is single lane. According to the study, the Concession will cover 11 municipalities in the two Federative Units, namely: Jataí/GO, Aparecida do Rio Doce/GO, Cachoeira Alta/GO, Paranaiguara/GO, São Simão/GO, Santa Vitória/MG, Gurinhatã/MG , Ituiutaba/MG, Canápolis/MG, Monte Alegre de Minas/MG, Uberlândia/MG. The investments resulting from the new concession will result in an improvement in the level of service offered, ensuring greater fluidity and reliability. They will also have a favorable impact on the safety of cargo and passenger transport, reducing the occurrence of accidents, as well as influencing travel time and logistical costs between the Center-West and Southeast of Brazil. The Concession will have a term of 30 years and will consist of the exploration of the infrastructure and the provision of public services for recovery, conservation, maintenance, operation, implementation of improvements and expansion of capacity. INVESTMENTS According to the studies carried out, investments of R$2.06 billion and estimated operational costs of R$2.51 billion (conservation, operation and monitoring) are planned, which totals R$4.57 billion to be applied to the road system around the world. throughout the 30 years of concession. R$17 million will also be invested in technological development studies and research, with support from universities and scientists. In addition, around R$27 million will be invested in actions related to road safety, with accident prevention and traffic education programs. It is expected that all this investment will generate approximately 3,680 thousand direct and indirect jobs. For municipalities, a return on Service Tax of Any Nature (ISSQN) of around R$400 million is estimated over the 30 years of the concession. CONSTRUCTION The Highway Exploration Program (PER) will include the mandatory duplication of 44.2 km, the construction of 160 km of third lane and 19.4 km of marginal roads, the implementation of 80 km of shoulders on BR 364/GO, 3 new interconnection devices, 9 pedestrian walkways, 7 intersection improvements, 1 underpass, lighting at urban crossings and marginal roads, among other improvements. An operations control center – CCO and 13 operational service bases – BSOs are also planned to support emergency medical care teams, mechanical care and response to other incidents on the road. In addition to these mandatory works, ANTT may request the eventual execution of various improvements throughout the contractual execution, if necessary, in the form of a stock of improvements available for this purpose. TOLL PLACES The highway will have seven toll plazas distributed between BRs-364/GO (3 units) and 365/MG (4 units). USER SERVICE The user service will have 9 ambulances, 3 light tow trucks, 3 heavy tow trucks, 2 water trucks, 4 traffic inspection vehicles, among others to be made available to users. CONCESSION INNOVATIONS For this new round of road concessions, the notices were published in Portuguese and English, favoring the participation of foreign companies. Stricter rules were introduced for contractual changes, whereby works can only be included in the concession through five-yearly reviews (except for road safety reasons); and the introduction of a shared risk mechanism between the concessionaire and the Granting Authority (ANTT) for the execution of service level maintenance works (additional lanes), if traffic triggers are activated. |
