The Goias State Highway Management Program Project will increase, restore, and maintain the main highway network, including highway sections linking agro-industrial centers to major highway, or multi-modal corridors, and, will strengthen the highway system management through private participation, administrative decentralization, and the establishment of public expenditure planning, management, and control systems. The components include: 1) highway rehabilitation, and resurfacing works, as well as safety, and environmental rehabilitation works of the State's paved network. Related engineering studies, designs, and environmental (EA), and social assessments (SA) will be financed under this component; 2) highway paving works of roads linking agro-industrial centers to major highway, or multi-modal corridors, and, includes as well related engineering studies, designs, and EA and SA. Works will include strengthening, and reconstruction of road structures, such as bridges; 3) technical assistance (TA), staff training, equipment, and software, to support the Transport and Public Works Agency of the State of Goias (AGETOP), and the State of Goias Infrastructure Secretariat (SEINFRA), initiate the decentralization of road maintenance to the municipalities; monitor the maintenance program on the main network; implement the administrative reorganization; and, strengthen planning, and management systems; 4) assistance to the State's Environmental Agency (AGMA) initiate, and consolidate the expansion program of the state's system of protected areas - SEAP - and, strengthen AGMA capacity to screen potential environmental impacts, and management plans; and, 5) support the State's structural reform program, through TA, in reviewing, preparing, and organizing the state regulatory agency - AGR.
