Description | The main objective of the Second Novagerar Carbon Finance and Solid Waste Management Project for Brazil is to mitigate greenhouse gas emissions and reduce environmental and social impacts of solid waste disposal. The project is comprised of individual sub-projects at different stages of preparation. A preliminary assessment has identified five initial sub-projects. Sub-project one: operation of the existing landfill of Sao Goncalo (850 tons/day), a.k.a Itaoca. The landfill has already been contracted in the form of a municipal concession and is planned to be closed in 2008. About 200 waste-pickers are living on the project location and have been organized in the form of a cooperative since the beginning of the rehabilitation process of Sao Goncalo from a dumpsite into a proper landfill. Sub-project two: Novagerar is developing an entirely privately operated landfill in Muribeca, Jaboatao dos Guarapes, and Pernambuco State. The site is already operating and waiting for nearby municipalities to start bringing their solid wastes. The site has already secured an estimated 900 tons/day of municipal waste, and the addition of Recife will bring the potential to 2,700 tons/day. Sub-project three: as part of the concession for the rehabilitation and closing of the old dumpsite in Sao Goncalo, the contract with the municipality also includes the opening of a new sanitary landfill in the municipality with an estimated disposal of around of 900 tons/day. A site has already been identified and is currently in the process of receiving the environmental licenses to start the project designs. Sub-project four: Novagerar has identified a site for a new landfill in the southern part of the metropolitan area of Rio de Janeiro (Santa Rosa) and is currently getting the environmental license for the area. The potential amount of solid waste to be disposed is very high, between 3,000 to 5,000 tons/day. In addition, there are plans to use an existing railway link to transport the waste between the city of Rio de Janeiro and the landfill, providing additional benefits. This sub-project is likely to be ready in 2009. Sub-project fifth: Novagerar is currently operating a landfill but is planning the construction of a composting plant in Petrolina, Bahia, which could receive waste from neighboring cities, including Juazeiro. The organic content of the waste is high, but no detailed studies have been undertaken to assess the emission reduction potential of the project. |
