Description | Opportunity In 1973 the Chinguacousy Health Services Board, a community-based organization, purchased land in Brampton as a future hospital site. In 1998 the Health Services Restructuring Commission, a body formed by the provincial government, and the Halton-Peel District Health Council both recommended the development of a new hospital in Brampton to meet the healthcare needs of a growing population. In August 2000, approval was granted to develop the new hospital under the William Osler Health System umbrella, one of Ontario’s largest hospital corporations. After looking at other jurisdictions’ experience with P3 hospitals, the Government of Ontario decided to develop the Brampton Civic Hospital as a pilot public-private partnership under a design-build-finance-operate model. Innovations The project was among the first P3 hospital projects undertaken in Ontario and procurement began before the creation of Infrastructure Ontario. Results The new 1.2 million square-foot acute care hospital contains 608 beds and 20 operating rooms. The hospital can accommodate 90,000 emergency visits, 160,000 ambulatory visits, 110,000 outpatient visits and 4,250 births per year. Specialized services include a critical care response team, cardiac catheterization suite, a Regional Kidney Wellness Centre, a Centre for Complex Diabetes Care and an expansive mental health and addictions program. The hospital has one of the largest labour and delivery programs in the province and one of the busiest emergency departments in Canada. The private partner provides certain non-clinical services including laundry, housekeeping, transporting patients within the hospital, food and security. Construction was completed significantly sooner than if the hospital had been procured traditionally. |
