The project comprises the construction and operation of a 162MW thermal power plant (diesel and fuel oil) in Fortaleza, state of Ceara. The company responsible for the project is Breitner Energetica SA, a consortium comprising Skanska BOT do Brasil (35%), a subsidiary of Skanska group; Empresa Industrial Tecnica (EIT) (24%), a Brazilian company; Orteng Equipamentos e Sistemas (5.5%), a subsidiary of Grupo Orteng; Enerconsult (5.5%), and Petrobras Distribuidora (30%). In November 2002, the plant was comissioned. The estimated total costs were US$113 million. In January 2002, Breitner Energetica signed a PPA with the Brazilian Commerce Chamber for Emergency Energy (CBEE), which is a two-year take-or-pay contract for the 7% of the plant’s capacity. Breitner’s power plant was part of a priority program for thermal power plants (Programa Prioritario de Termeletricas), implemented by the Brazilian federal government in 2000. The program, in order to foster the construction of thermal power plants, provided a short-term take-or-pay contract that expired in 2005 and, in some cases, financing for the construction of the plants (through the Brazilian Development Bank, BNDES). After the contract expired, the Breitener consortium decided to disassemble the Fortaleza Plant and move it to Manaus, where it signed a new 20 year power supply contract with Manaus Energia.
