Bridging competence infrastructure gaps and speeding up growth and jobs delivery in regions

BRIDGES regions face challenges deriving from the effectiveness of their RIS3 implementation. In some cases challenges relate to the process of valorising research results, while in other cases to the transformation & renewal of regional economies. The overarching improvement need is for better RIS3 implementation governance, to deal with 1) relatively weak impact of RIS3 on growth, jobs & regional economy renewal (linked to low upscale investments, research excellence absorptiveness, and exploitation of related variety potential), 2) mismatches between RIS3 productive & RDI bases, 3) distance from & better exploitation of research excellence as a path to further specialisation, 4) restricted resources towards RIS3 impact. Overall objective of BRIDGES project is to significantly improve partner regions’ RIS3 implementation governance & the delivery of the structural funds; to benefit from policy learning and enhance industry-led Centres of Competence (CC) as RIS3 implementation units. The industry-led focus is Bioeconomy, an industry common to partners’ RIS3. BRIDGES partnership combines RIS3 diversification & specialisation regions, contributing to the achievement of the objectives in complementary & synergetic way. Parners come from ES, FI, GR, HU, NL(withdraew), PL & SI. BRIDGES is realised in two phases. Phase 1 key outputs are 6 endorsed action plans (AP) implemented during Phase 2. AP’s implementation improves RIS3 implementation governance by: (1) organisational & capacity improvement of regional innovation infrastructures to RIS3 industry-led CCs; (2) increase of growth & jobs through new projects (RIS3 paths) & strengthened research2industry partnerships both identified & coordinated by the CCs as RIS3 intermediaries, & (3) leveraging of innovation resources towards RIS3. The project benefits regional economies & policy makers, RIS3-related businesses, research institutions and infrastructures, innovation intermediaries and the academic community.
