Construction began after a $3 billion federal loan in 2023, but rising costs have pushed the estimated completion from 2028 to late 2029. The total project cost has increased from an initial $12 billion estimate to about $21 billion due to geological challenges, material and tariff costs, inflation, and regulatory expenses. The project is seeking an additional $6 billion federal loan to help meet its financing goals, with the remainder expected from private investors.
