Description | China National Electric Equipment Corporation (CNEEC) was planning the development of the 35MW Broadlands Hydropower Plant, Kelani River, near Kitulgala. The project was expected to generate 126 GWh annually. Annual output was expected to be 115GWh. The project was awarded to CNEEC by the Ceylon Electricity Board (CEB) in a tender (lowest price) in 2007. The electricity was to be supplied to the CEB under a PPA. Commissioning was expected for 2014, although before tendering 2011 was envisioned. Total investment was estimated at $102 million, but CNEEC committed to building it for $82 million. Financing was provided by the Construction Bank of China (90%), under a 15 year floating loan at 220 basis points over LIBOR with 3 year grace.
