Description | The municipality of Bryansk granted an 11 month lease contract extendable to 10 years for the city’s electricity and heating utility GUP "Bryanskkommunenergo" to Bryansk Utility Systems (BKS), subsidiary of Russian Utility Systems (RKS), on July 1, 2006. The BKS was created in May, 2006. Electricity distribution accounted for 24% of BKS’s activity, heating for 72%, and other activities for 3% in 2006. Under the contract, BKS was to operate heat and electricity distribution in the city of Bryansk and in the Bryansk region, and liquidate the utility’s existing debts. In case the contract was extended over the initial 11 month period, the BKS committed to invest 538 million rubels over 2007-2009 period: 255 million rubels into electricity, 284 million rubels into heating. In 2007 BRK planned to invest 240 million rubels. Under the contract, the next assets were transferred to BKS for the term of the lease: 456 heating plants, 860 km of heating pipes, 45 heating centers, 2514 transformer stations, and 11900 km of electricity networks. BKS was the biggest subsidiary of RKS. RKS was created on May 29, 2003 by RAO Unified Energy Systems (25%), GazpromBank (25%), Interros (10%), Kuzbassrazrezugol (10%), Renova (10%), EvrazHolding (10%), and Evrofinans (10%). By the end of 2005 privately held company Integrated Energy Systems (KES) had purchased a 50% stake in RKS, while RAO UES held on to its 25% share. As of 2007, Integrated Energy Systems (KES) held 75% of RKS, with RAO UES holding 25%. In May 2008, through a public auction, RAO UES sold its 25% stake in the RKS to Indville Management Ltd., an affiliate of IES-Holding, thus giving Integrated Energy Systems a 100% stake in the company. http://www.roscomsys.ru/r3.html Check if the lease was extended (expected date - June-July 2007).
