In April 2016, CSS Constructores S.A was awarded the contract to expand, rehabilitate and operate the 133-km road between Bucamaranga, Floridablanca, Cuestaboba, Mutiscua, San Gil and Pamplona. The project included the construction of the 13.5-km new road and the operation and maintenance of an existing 119.6-km road. Besides CSS Constructores S.A, only another bidder took part in the bidding process: the Spanish-Colombian consortium Estructura Plural PSF APP Bucaramanga Pamplona. The bidding criteria was the lowest investment cost to undertake the project. The winning bid was 13% below the ceiling established by the regulatory agency ANI. The sponsor created the special purpose company Autovia Bucaramanga Pamplona S.A. to lead the project. The 25-year contract was signed in June 2016, and the sponsor took over the operations in July 2016. The investment was estimated at US$ 202.7 million (Pesos 618,251 million).
