Construction of a railway line connection and marshalling yard to service a new private logistics centre in Budapest. The project aims to supply a future private intermodal terminal and logistics centre with basic infrastructure. The EBRD’s loan proceeds will be used to finance a marshalling yard. The project will permit the replacement of the existing congested and MÁV-run intermodal transport terminal by a modern, purpose-built and privately controlled terminal and logistics centre, which will be capable of handling growing transport demand with western Europe. The borrower will be the Republic of Hungary. The project will be implemented by the Hungarian Railways, MÁV. EBRD loan of EUR 10 million. Co-financing of EUR 5 million by EU-Phare and EUR 9.5 million by Hungary. EUR 24.5 million. The project was categorised as B/0. The environmental analysis, prepared by an independent environmental consultancy firm, confirmed that there are no significant environmental issues associated with the project. As a result of this study, the municipal authorities agreed to restrict the construction of new housing development both in the vicinity of BILC and the access corridor. This has also been reflected in the local authority's development plan. Mitigation measures include the retention of a small wooded area bordering the site as well as the planting of shrubs and other vegetation on the site. MÁV adjusted the project plans to address the issues raised in the environmental analysis including construction of additional noise barriers, storm water drainage and a provisional access road from Ocsai Street until a permanent access road from the M0 motorway is decided upon. The project is in compliance with Hungarian and European Union environmental, health and safety standards. Environmental covenants will be incorporated into the loan agreement to monitor this compliance on an ongoing basis. The project will make a positive contribution to the reduction of vehicular traffic in Budapest and the surrounding area, with a corresponding reduction in air emissions and noise. MÁV is in the process of implementing an environmental remediation programme, developed in 1995 after the completion of a three-year environmental audit comprising approximately 400 sites at 80 locations.
