Description

In May 2016, Consorcio Estructura Plural Vía al Puerto, a partnership of the Colombian companies Carlos Alberto Solarte Solarte (34%), Conconcreto (33%) and CASS Constructores (33%), was awarded the contract to expand, rehabilitate and operate the 111-km road between Buga and Buenaventura Port. The project included the construction of the 26.5-km new road and the operation and maintenace of the existing Buga-Buenaventura road. Consorcio Estructura Plural Vía al Puerto proposed the project and was the only company to take part in the bidding process. The bidding criteria was not disclosed, as the project was a private initiative and not other private company revealed interest in bidding for the project. The sponsor created the special purpose company Via Pacífico S.A.S. to lead the project. The 30-year contract was signed in July 2016, and the sponsor took over the operations in August 2016. The investment was estimated at US$ 350.8 million (Pesos 1.07 billion) over the life of the concession contract.
