The aim of the project is to improve the population's access to economic and social infrastructure and services in a conflict-sensitive manner and to contribute to strengthening social cohesion and state legitimacy in the MENA region. The core elements are two-tier peace and conflict analyses (at the level of a country and the intervention area) and a local needs analysis - these basic documents are to be developed through extensive stakeholder engagement and identify the actual individual measures in a conflict-sensitive manner and on the basis of inadequately addressed needs. The project is divided into two levels. Firstly, a facility (probably based in Amman) that is set up and managed by an international NGO and uses a tailor-made framework for cooperation with national NGO implementation partners to identify individual projects in selected MENA countries on a competitive basis. Secondly, the implementation level, at which selected NGO implementation partners implement participatory identified individual projects that consist of infrastructure or service measures and peace-promoting activities.
