The development objective of the Building Institutions and Systems to Harness and Realize Agenda 2063 Project for Africa is to improve the capacity of the African Union Commission (AUC) and the African Continental Free Trade Area (AfCFTA) Secretariat in supporting member states to negotiate and implement selected commitments to enhance regional integration and intracontinental trade in Africa. The project comprises of three components. The first component, improved effectiveness of the AUC management functions will finance activities to continue the deepening of some activities initiated under the first project, and it will accelerate implementation of measures to strengthen the institutional capacity of the AUC to support Agenda 2063. It consists of following sub-components: (i) upgrading financial management, procurement, and oversight; (ii) innovations to improve human resource management; and (iii) improving functionality and performance of information and communication technologies (ICT) systems. The second component, improved capacity for implementation of commitments to enhance intracontinental trade and investment will finance activities to accelerate the deepening of measures to expand intracontinental trade and investment, liberalize air connectivity, and enhance the free movement of persons. It consists of following sub-components: (i) supporting the implementation of the AfCFTA treaty; (ii) supporting the implementation of the single Africa air transport market (SAATM); and (iii) supporting the implementation of the free movement of persons (FMP). The third component, project implementation, results-based management, and stakeholder engagement will support activities required to ensure the effective implementation of the project.
