Bulacan Bulk Water Supply project entails the construction of water sources, aqueduct interconnection, water treatment plants, and sludge treatment facility and interconnection facilities to the water districts. The new water supply treatment facilities will serve 24 municipalities in the Province of Bulacan, Philippines. The entire project will be developed in three phases. The project will be implemented through Luzon Clean Water Development Corporation ("Project company"), whose ultimate owner is a consortium made up of Sam Miguel Corporation and Korea Water Resources (K-Water). The concession agreement was awarded following a competitive bidding process in 2015. The SMC-K Water consortium offered the lowest bulk water charge per cubic meter at P8.50 per cubic meter, beating the offers of P9.75 per cubic meter by Prime-Alloy Water Consortium and Team Polaris-Manila Water Consortium’s P10.65 per cubic meter. As part of the project concession, SMC-K Water consortium will pay Metropolitan Waterworks and Sewerage System (MWSS) an annual concession fee as a share of revenue. The consortium will also share revenue with the province of Bulacan with addition to an upfront payment of $7 million (P350 million).
