Burkina Faso: Emergency Recurrent Cost Financing Project

Burkina Faso is at the edge of plunging into fragility and is simultaneously plagued by a food security crisis, the worsening of the security situation, increased social tensions and an alarming slow-down of the economy. The proposed project is aimed at providing immediate measures that will set the foundations necessary to preventing Burkina Faso’s fragility trap while contributing to the sustainability of public sector effectiveness. A flexible response will be designed to respond to the crises. Firstly, the operation will provide direct financing of recurrent costs related to specific results linked to the government's response to the crisis. Support will be provided to enhance food security readiness through the replenishment the strategic food stock of the SONAGESS. Furthermore, the operation will finance recurrent costs, including salaries, towards delivery of core services in health and education in the crises affected regions. The operation will also finance targeted technical assistance to improve the deployment of state resources, establish an Iterative Beneficiary Monitoring System and to improve the management of the SONAGES. The immediate implementation of this operation, will enable the government to ensure regular government function while addressing the different crisis dimensions.
