The proposed restructuring aims to modify the institutional arrangements to align implementation responsibilities with the updated attributions of Ministries and with the subsequent decision by the government of Burkina Faso. In particular, the Government wishes to empower the National Office for Dams and Hydro-Agricultural Development (ONBAH) to directly implement dam rehabilitation, dam safety and irrigation development civil works in line with its mandate as a public enterprise; and to also provide ONBAH with the required equipment, training and technical support to strengthen its operational functions. The project is therefore being restructured to enable this new role for ONBAH, as well as to modify other activities in the project. The proposed restructuring will also enable reallocations of funds between disbursement categories based on the remaining undisbursed funds from the PPA. Also to reflet the change proposed by the client on activities implementations.
