This project paper seeks the approval of the World Bank’s African West Regional Presidency (RVP) for a third International Development Association (IDA) Additional Financing (AF) of US$ 10 million to support the associated costs of expanding activities of the Cabo Verde: COVID-19 Emergency Response Project (P173857) under the COVID-19 Strategic Preparedness and Response Plan (SPRP) using the Multiphase Programmatic Approach (MPA). The proposed third AF aims to support the Government of Cabo Verde (GoCV) to achieve its national vaccination coverage target of 70 percent of the population, by supporting the procurement and deployment of additional doses to cover 40 percent of the population (complementing the 30 percent of the AF II). Activities to be supported under the third AF would include: (i) Procurement of COVID-19 vaccines, vaccination supplies, and PPE for vaccinators. In addition to the 40 percent of population coverage target for the AF III (18 percent through bilateral agreements/donations, and 22 percent through direct purchases or/and multilateral-bilateral agreements using IDA funds), the proposed AF III will also provide finance for acquisition of vaccines to cover an additional 15 percent of population to take into account possible future need of vaccine boosters (in 2022) and potential waste (which so far has been under 5%). The AF III will support the GoCV to purchase and deploy only vaccines that meet the World Bank’s VAC; (ii) Strengthening the logistics and cold chain capacity; and (iii) Support program delivery, through: (a) human resources training and mobilization for vaccine roll-out; (b) expansion of national risk-communication and community engagement plan for COVID-19; and (d) support vaccines deployment logistics and the use of digital health technologies for COVID-19 vaccines and testing.
