Cabo Verde Telecom was the national public telecom operator. The company was the monopoly provider of fixed, mobile, local and long distance phone services. The government started to divest the company in December 1995 when it sold a 40% stake for US$20 million to Portugal Telecom. Cabo Verde Telecom started to provide mobile cellular phone services in 1998. New legislation for further liberalization had been discussed since the beginning of 2003. CV Telecom's roll-out programme had seen the number of fixed lines increase by 57% in the five-year period between 1998 to 2002, from 39,985 to 70,187. The number of mobile lines had increased from 1,020 to 42,949 over the same period. By December 2004, the number of Cabo Verde's fixed line customers stood at 73,000 and the number of mobile subscribers was 66,000.
