The Multiphase Programmatic Approach (MPA) aims to enhance the sustainability, reliability, and inclusivity of Cameroon’s electricity sector, aligning with national development strategies and energy recovery plans. Through three phases, the MPA will address sector-wide inefficiencies and lay the groundwork for long-term improvements via infrastructure investments, governance reforms, and capacity building. This initiative supports Cameroon’s ambition to become a regional energy hub and contributes to World Bank objectives like poverty reduction, climate resilience, and private sector growth.The first phase of the MPA will serve as a platform for operational experimentation and institutional learning. This will particularly be the case in areas such as utility turnaround strategies, transmission line financing schemes, DRE deployment models, and new performance-based financing instruments. The design includes targeted technical assistance, capacity-building, and monitoring systems that will generate data and insights to inform strategic adjustments for phases two and three.
