Description | In February 2012, Consorcio Aeroportos Brasil was awarded in a competitive bidding process the contract to expand and operate the airport located at the city of Campinas (state of Sao Paulo). Consorcio Aeroportos Brasil was established as a partnership of the Brazilian companies TPI-Triunfo Participacoes e Investimentos S/A (45%) and UTC Participacoes S/A (45%) and the Franch company EGIS Airport Operation (10%). A special purpose company named Aeroportos Brasil – Viracopos S.A. was created to manage the project, 51% owned by Consorcio Aeroportos Brasil and 49% owned by the state-owned company Infraero. The 30-year contract was signed with the regulatory agency in June 2012, and the private sponsors took over the operations of the facilities in August 2012. Besides Consorcio Aeroportos Brasil, ten other companies took part in the contest (information on these companies was not available). The bidding criteria set by the regulatory agency ANAC was the highest payment for the concession rights. Consorcio Aeroportos Brasil presented the highest offer, a total value of US$ 1957 million (BRL 3.821 billion), 159.75% above the minimum set by the regulatory agency. The payments were set to be made in annual installments over the life of the contract. The project envisaged the rehabilitation of the existing facilities and the construction of new terminals (the total capacity of the airport was set to increase to 14 million passengers per year by 2014). The total investment in the first phase of the project was estimated at US$ 1055 million (BRL 2.06 billion), and was financed with a US$ 615 million (BRL 1.2 billion) loan from the state-owned bank BNDES granted in December 2012. Over the life of the contract the total investment is estimated at US$ 4.7 billion (BRL 9.2 billion). In January 2014, the state-owned bank BNDES approved a US$ 636.9 million (BRL 1497 million) loan to the project. In addition, in November 2014, the state-owned Banco do Brasil granted a US$ 139.5 million loan. In April 2015, BNDES approved US$ 190 million (BRL 633.7 million) in additional financing for the project. In 2019 the concessionaire Aeroportos Brasil – Viracopos S.A. negotiated a termination of the concession contract due to financial difficulties. |
